The Shadows are citizens of Halloween Town. They only appear during the song This is Halloween. They are three: a Demented Shadow who looks like an odd ghostly demon shadow, a werewolf shadow, and a female Siamese Twin shadow. The demon and wolf shadows have exactly the same voice.
It is possible that the shadows were made by the Ghosts or just spirits of the real person who died.
